It is a private law based association supported by Canton Ticino (Switzerland) and the Provinces of Como, Varese and Verbano-Cusio-Ossola (Italy) to foster trans-frontier co-operation and the awareness of belonging to a territory with the same social and cultural identity.

It aims to encourage this co-operation through:
• concrete practical initiatives, delegating the realisation of them to appropriate organisations;
• removing obstacles caused by reciprocal lack of awareness, incomprehension or bureaucratic formalities;
• the spread of a trans-frontier spirit to inspire associations and individuals on both sides of the border to take initiatives by themselves and to seize opportunities.

On the other hand, it is not:
• a planning office
• a duplication of the activities of existing institutions (national governments, Canton Ticino, Italian Regions and Provinces).

Legal protection
The logo of the Regio Insubrica Working Community is registered at the Swiss Federal Institute of Intellectual Property in Berne and at the International Organisation of Intellectual Property in Geneva.

Name
The name Regio Insubrica comes from the Insubri, a Celtic people who lived in the three pre-Alpine lake districts during the Vth and IVth centuries BC and whose capital was Mediolanum (Milan).

Legal aspect
The association was set up in accordance with the Agreement on Trans-frontier Co-operation of 21 May 1980 (the so-called Madrid Agreement) of the Council of Europe.
It is a private law based association in accordance with the terms of annex 2.3 of the Madrid Agreement.
The memorandum of the Working Community expressly reserves the institutional competences of the two States.
The Regio Insubrica, in accordance with its statute, has no legal competence. It encourages trans-frontier co-operation, presenting projects to the competent organisations and removing obstacles.
